Business Challenge

The IPMS Project was an endeavor to upgrade the Coast Guard (USCG) Enterprise Project Portfolio Management system and auxiliary systems.  Due to the complexity of the technical configurations required, the prime Contractor, DMI called upon IMS for our expertise in making all the moving parts fit together. 

The implementation consisted of conducting an assessment to determine the situation on the ground, including technical and business processes requiring support, installing, configuring, and supporting four Oracle products on four environments, as well as system upgrades and support of those systems until the Prime Contractor was able to support the tools organically.

During the assessment IMS was confronted with some issues we were able to address immediately, including work arounds for defects in the legacy systems and some existing reporting needs which required immediate attention.  These items were fixed on the spot.

Solution

The Oracle Products involved in this project were:

• Oracle Web Center Content, formerly known as UCM, as a document management tool
• Oracle Access Manager, to support user authentication requirements
• Oracle OBIEE, to support business intelligence
• Oracle Primavera EPPM, including Oracle Analytics, to provide the core application and database functionality for Project Portfolio Management, with Analytics to provide additional business intelligence capabilities and a data warehouse.

Each of the tools were installed and configured on Development, Staging, Production, and Disaster Recovery environments, with appropriate testing conducted all along the way.

During the project, the affected applications and databases were upgraded from their respective legacy version to the most current compatible versions at the time, including necessary testing.

Technical documentation was developed and provided to the DMI to allow them to maintain the system for the USCG.
