Business Challenge
INEOS Oligomers had three significant Capital Projects to perform. These were the Redstone LAO- started at Detail Design, EPC through Start-Up - $541.5m, Mercury PAO- Starter to FEED, Detail Design, EPC through Start-Up - $98m, and Barge Dock & Common Off-Plot Pipelines – FEED through Start-Up - $98m.
The total value of these projects is $815 Million. INEOS does not maintain an organic capability to perform project controls on their projects. They needed assistance in managing these projects.
Solution
IMS provided Project Controls services to INEOS at the Chocolate Bayou Works (CBW) facility in Brazoria County, Texas.
- Hosted Primavera for CBW users.
- Provided owner’s oversight and management of project scheduling related work, including the interfaces between the three projects.
- Created and managed a Program Level Schedule that integrated and interfaced with existing CBW projects and various other CBW management groups. This included creating the overall project Redstone LAO, Mercury PAO, and Barge Dock schedules, with the inclusion and incorporation of the three separate General Contractors schedules.
- Provided services for all advanced planning of future work, creation of bid packages, review of competitive proposals and comments and recommendations for the projects at every stage of development.
- Provided review and comment on all aspects of the Program Schedule, Contractor Monthly Updates, and recommendations for corrective actions required each month.
- Provided detailed analysis of Cost and Schedule over-runs, made recommendations toward Change Management acceptance or rejections.
- Performed Risk Analysis on the projects.
- Provided Claims Abatement services for all three projects.
Impact
IMS has assisted the INEOS Project Management Team in leveraging their use of Project Controls information to gain control over their projects. IMS has proposed modifications to INEOS’ Project Controls practices aimed at improving the effectiveness and efficiency with which INEOS delivers their Capital Projects. INEOS Oligomers has voiced intent to use IMS as their provider of Project Controls expertise in the future and has recommended IMS to other INEOS Business Units.
