The FRB asked IBM to help them achieve a level 3 software development capability as defined by the Software Engineering Institutes Capability Maturity Model – Integrated. This initiative was in response to a recent federal audit that required the FRB to be SOP 98 compliant (Accounting for the Costs of Computer Software Developed or Obtained for Internal Use).

Solution

IBM began the initiative, but soon realized they needed expertise in software development process and project management to be sure the a clear, effective application development process. IBM called upon IMS to provide their expertise to enhance the FRB project management and product development processes to achieve SEI CMM level 3 capabilities.
