Greater Cincinnati Water Works (GCWW) required a standardized project controls environment to support its growing capital improvement program, which included new construction, infrastructure replacement and rehabilitation, water treatment facilities, storage tanks, and regional transmission and distribution systems. The organization needed a scalable project management solution capable of improving project planning, scheduling, reporting, and portfolio visibility while integrating with existing financial and enterprise systems. GCWW also sought to increase project management maturity and establish consistent processes across planning, engineering, construction management, and information technology teams.
Solution
Critical Business Analysis (an IMS subsidiary) partnered with GCWW beginning in 2001 to implement and support Oracle Primavera P6 EPPM as the organization's enterprise scheduling and project controls platform. CBA (an IMS subsidiary) provided software implementation, project management maturity assessments, process and procedure development, project template creation, user guide development, training, mentoring, reporting solutions, and ongoing consulting support.
The engagement also included integration planning and design between Primavera P6, the Cincinnati Financial System (CFS), and PeopleSoft. CBA developed quality control reporting tools, created processes for importing accounting actuals into project schedules, and provided technical and process documentation to support long-term system sustainability. Additional services included project staffing support and project management consulting across related utility organizations.
Impact
GCWW successfully established a standardized project controls environment that improved planning, scheduling, reporting, and portfolio management across its capital program. The implementation enabled the organization to plan and manage projects using consistent methodologies while improving visibility into budgets, schedules, and resource requirements.
